Why can't a normal 3PL just ship my hazardous products?

Because storage and transport of hazardous goods are regulated. A standard warehouse is not licensed to hold them beyond tiny quantities, standard couriers refuse them, and non-compliant packaging or paperwork makes a shipment illegal to move. How are lithium batteries handled?
